Representatives of the State Tax Service of Ukraine took part in the TADEUS plenary session – platform for strategic dialogue of Heads of tax administrations of the European Union member states, for the second time in a row.
Tax administrations of the candidate countries for accession to the EU also participate in the session. This format promotes exchange of experience, deepening of professional dialogue and gradual integration of candidate countries into the European tax community.
This year’s meeting was held under the theme “Smarter and simpler administration: competitiveness, resilience and digital transformation”. Participants discussed improving the tax administration efficiency, reducing tax gaps, combating the VAT fraud, in particular in the e-commerce sphere, developing digital solutions and strengthening institutional capacity of tax administrations.
Particular attention is paid to the Ukraine’s experience in ensuring sustainability of tax system in conditions of the full-scale war. Ukrainian practice shows that it depends not only on the ability of state institutions to ensure continuity of their functions in crisis conditions, but also on the ability of taxpayers to continue economic activity, preserve jobs and fulfill tax obligations.
Despite the unprecedented challenges of the full-scale war, Ukraine continues to reform its tax system, combining the need to ensure stable budget revenues with the long-term goals of modernization and European integration.
Key areas of transformation of the State Tax Service include development of the risk-based approaches to tax administration, use of data and digital technologies, introduction of electronic auditing, improvement of services for the taxpayers and strengthening of mutual trust between the state and business.
Important direction is preparation for integration of the State Tax Service’s information systems with relevant EU systems and approximation of Ukrainian tax administration to the European standards.
Practical result of Ukraine’s participation in the TADEUS was deepening of cooperation with Sweden. On the sidelines of the event, representatives of the State Tax Service and Swedish Tax Agency exchanged signed copies of the Memorandum of Understanding on Cooperation.
