State Tax Service of Ukraine has joined introduction of new service on the Diia portal, which significantly simplifies process of including public organizations in the Register of Non-Profit Institutions and Organizations.
The new service – registration of the public organization under a model charter is already available in Diia. How this service works and its advantages were presented today by representatives of the Ministry of Justice of Ukraine, Ministry of Digital Economy and State Tax Service.
During the state registration of the creation of a public organization, the applicant only needs to indicate a request for inclusion in the Register of Non-Profit Institutions and Organizations. There is no need to submit documents to the Tax Service separately.
All necessary information is automatically transmitted from the Unified State Register to the State Tax Service. Data is reflected in the information and communication systems of the Tax Service and processed to make a decision on including the organization in the Register.
Implementation of the state registration mechanism based on the model charter in automatic mode allows to significantly simplify procedure for inclusion in the Register and reduce terms of providing this administrative service to 1–2 working days.
“State Tax Service is working to ensure that services are as simple and understandable as possible for citizens. Digitalization allows us to eliminate unnecessary steps. Therefore, we always participate in the implementation of new tools that simplify processes of registration and doing business” – said Igor Panchenko, Deputy Head of the State Tax Service for Digital Development, Digital Transformations and Digitalization.
There is reminder that the Register of Non-Profit Institutions is maintained by the State Tax Service to control activities of the non-profit organizations that, according to the Tax Code of Ukraine, are not the corporate income tax payers. Such organizations include, in particular, public associations.
Previously, inclusion in the Register required a detailed analysis of constituent documents. In particular, it was checked whether the documents contained provisions prohibiting distribution of profits between founders and members, procedure for transferring assets in case termination of activity, as well as use of income exclusively for the implementation of statutory goals. Today, all this is provided for in the Model Statute.
The service was developed by the Ministry of Justice together with the Ministry of Digital Affairs and the State Tax Service with support of the Swiss-Ukrainian program EGAP, which is implemented by the Eastern Europe Foundation.
