Competency model for human resource management in the Lithuanian civil service and modern approaches to personnel development were the main topics of a study visit held in Vilnius. Event was organized by the EU4PFM expert team with support of the Central Project Management Agency (CPMA).
Team of the State Tax Service of Ukraine, together with representatives of the Ministry of Finance of Ukraine and State Customs Service of Ukraine, joined exchange of experience. Participants learned about the best practices in implementing modern approaches to competency-based human resources management, in particular in the areas of change management, interdepartmental training and strategic personnel development.
Ukrainian delegation, during the visit, had opportunity to directly communicate with Lithuanian specialists who have already implemented these tools. Lithuanian colleagues presented civil service competency model, modern approaches to recruiting, personnel assessment and use of digital HR solutions.
Participants paid special attention to integration of competencies into the system of training and professional development of employees. They also discussed implementation of the TaxCompEU platform for tax authorities and new approaches of Lithuanian HR specialists to the development of managerial competencies and training of managers.
Modern model defines HR as important tool for implementing the organization’s strategic goals. At the center of this approach is development of competencies, focus on behaviors and skills, performance, and support for transformational change.
