Testing excise tax payment in the "eExcise": State Tax Service and Ministry of Digital Transformation held webinar for business

Webinar organized by the State Tax Service and Ministry of Digital Transformation for more than 100 business representatives was dedicated to testing excise tax payment for unique identifiers in the Electronic system for circulation of alcoholic beverages, tobacco products, and liquids used in electronic cigarettes (eExcise).  

Tax officials presented services that are already available for testing using functional capabilities of the information and communication system of the State Tax Service and eExcise. Business representatives received answers to relevant questions regarding testing. As well as explanations regarding preparatory actions – registration in system and sending notification about participation in testing.

It was also emphasized that testing of the excise tax payment is carried out using new accounts opened in the Treasury to record payments for unique identifiers.

Special attention during the webinar was paid to algorithms of the excise tax payment services, accrual procedure of tax liabilities for unique identifiers, as well as payment and refunding mechanisms during and after testing. Detailed scenario for passing the test is available on the State Tax Service’s web portal.

Developers of the eExcise system also presented the latest changes to its functionality to the event participants. They particularly discussed updating the processes of registration, correction, processing and verification of electronic documents, customs clearance procedures, new API versions, gradation of economic operators and introduction of restrictions for certain groups of operators, etc.

Reminder! Testing of the excise tax payment services is carried out only for manufacturers and importers. At the same time, testing other functionalities of the eExcise system can be carried out by all business entities that manufacture, import, wholesale or retail alcoholic beverages, tobacco products and liquids used in electronic cigarettes.

State Tax Service of Ukraine continues active cooperation with business within framework of the eExcise testing to help market participants prepare in advance for implementation of the system.
