State Tax Service of Ukraine is actively developing digital tools and list of analytical dashboards. Currently, two dashboards are already operational on the State Tax Service’s web portal. This list will be expanded in the near future. This was informed by acting Head of the State Tax Service, Lesya Karnaukh.
Dashboards are result of joint work between the State Tax Service, Fiscal Policy Research Center (FPRC) and International “Renaissance” Foundation.
State Tax Service’s team, during the workshop, together with experts from the Fiscal Policy Research Center, analyzed practical scenarios for using analytics in daily management activities.
“We are all used to the fact that important data should be collected in one place. Because it’s fast. Easy, of course. And the most importantly, it allows quickly see all tendencies, make important and effective decisions. This is what we strive for at the State Tax Service” – Lesya Karnauch said.
Today, two dashboards are already operational on the State Tax Service’s web portal https://tax.gov.ua:
RRO/PRRO analytics in Ukraine: key indicators.
Here, there is interactive access to the following information:
- use of RRO and PRRO according to the fiscal checks;
- market activity of business;
- scale and structure of settlement transactions;
- actual economic “pulse” of the state.
Monitoring of tax revenues of general fund of the state budget.
Here, there is the following information:
- general picture of revenues and their structure;
- comparison of payments for different periods (month, quarter, half-year, since the beginning of year);
- analysis of revenues dynamics in current and previous years;
- determination of share of any payment in the total amount.
“Development of interactive dashboards is important step in transforming the State Tax Service into modern data-driven institution. This tool should be used not only by external users, but also by our specialists. This will significantly simplify preparation of analytical materials and reports. And if earlier, in order to understand the situation, it was needed to view dozens of pages of reports, today one screen is enough. This is exactly how modern state services should work – simply, clearly and effectively” – noted acting Head of the State Tax Service.
Dashboards allow to see the picture both nationally and at the level of specific region, industry or payer group in just a few clicks.
“Analytical dashboards are a full-fledged management tool that allows to see not only numbers, but also tendencies, deviations and factors that influence changes in indicators. The system is built on four levels of depth: analytics, dynamics, tables and maps, which provides a comprehensive view of tax processes. These are practical digital panels that combine key tax information into a single understandable tool” – said Igor Panchenko, Deputy Head of the State Tax Service for Digital Development, Digital Transformations and Digitalization.
Presenting external expert view, Chairman of the Fiscal Policy Research Center Viktor Maziarchuk, emphasized that such panels are not just a convenient working tool for State Tax Service’s employees, but also important element of building trust. When analytics are built on clear methodologies and unified measurements, they become understandable both for the internal team and for external observers.
“Data-based decisions are the only right way for a modern institution. When there is a convenient and visual tool, it allows not only to record facts, but also see stories behind them, form next steps, identify anomalies, and make quality management decisions both for internal work and for transparent communication with society” – stated Viktor Maziarchuk, Chairman of the Fiscal Policy Research Center.
For whom will it make life easier?
For analysts and specialists: for modeling hypotheses, tracking systemic deviations and generating reports in a convenient visual format.
For the expert environment and business: data openness will allow to speak language of facts and rely on a single analytical picture.
For managers and specialized departments of the State Tax Service: for quick assessment of the effectiveness of measures, identification of risk areas and preparation of justified decisions without delay.
