Electronic system for traceability of excisable products eExcise is one of the tools for un-shadowing Ukrainian market, increasing transparency of circulation of excisable products and effectively combating illegal trade.
System must operate stably, ensure continuous excise tax administration, not create risks for the state budget revenues, and provide business with sufficient time to prepare and adapt their own processes.
This was discussed during a roundtable organized by the European Business Association with participation of market representatives, Ministry of Finance of Ukraine, State Tax Service of Ukraine, State Customs Service and Ministry of Digital Transformation of Ukraine.
At the request of business, Ministry of Digital Transformation suggested to postpone date of obligatory introduction of the e-Excise to July 1, 2027.
Extending launch period will ensure high-quality training for all participants, complete testing of the system’s functional components, integrate accounting systems of market entities and work out all processes before the start of obligatory use.
The possibility of testing accrual and payment of the excise tax using unique identifiers of the electronic excise tax stamp using real funds has already been provided.
Market participants are urged not to postpone their preparations and actively participate in the testing now:
- register in the eExcise system,
- integrate own information systems,
- check their interaction with the system.
Also during the roundtable, suggestions were made to establish obligation of all future users who have licenses for production and sale of alcoholic beverages, tobacco products and liquids for electronic cigarettes to register in the system for testing.
Introduction purpose of the eExcise is to create effective system that will ensure equal conditions of competition for legal business and stable revenues to the state budget.
eExcise tax project is being implemented by the Ministry of Digital Transformation together with the Ministry of Finance and the State Tax Service in cooperation with Committee of the Verkhovna Rada of Ukraine on Finance, Tax and Customs Policy. Activities to support introduction of the eExcise are being carried out within framework of the project “Digitalization for Growth, Integrity and Transparency (UK DIGIT), implemented by the Eurasia Foundation and financed by the UK International Development. Project partner is the Eastern Europe Foundation. The offline applications and the eExcise website were developed within framework of the EGAP Program, implemented by the Eastern Europe Foundation with support of Switzerland.
