Qualified provider of electronic trust services of the State Tax Service implements new cryptographic “Kupin” standard: what is important for users to know

Qualified Provider of Electronic Trust Services of the State Tax Service of Ukraine from August 26, 2026 begins generating qualified public key certificates using new national cryptographic “Kupin” standard (algorithm of the State Standard of Ukraine 4145-2002 with use of a hash function according to the State Standard of Ukraine 7564:2014).

For correct operation of the software and signing of electronic documents, it is advised for users of the Qualified Provider of Electronic Trust Services of the State Tax Service to download and add new technological certificates to the “certificate file storage”.

New technological certificates of the Qualified Provider of Electronic Trust Services of the State Tax Service are available for download at the link.

Complete list of current technological certificates of the Qualified Provider of Electronic Trust Services of the State Tax Service is posted in the "Issuer Certificates" tab of the "Certificate Search and CBC" section on the Qualified Provider of Electronic Trust Services of the State Tax Service’s website: https://ca.tax.gov.ua/certs-crls.

At the same time, please note: certificates generated according to the previous state standard 34.311-95 will remain valid and can be used until their expiration date.

This will ensure continuity of electronic interaction and avoid stopping information exchange.

Therefore, users do not need to replace existing certificates ahead of time. State Tax Service’s information and communication systems will simultaneously support both standards.
