Business that has lost or sustained damage to property due to the war will be able to report this to the State Tax Service. To facilitate this, the Service has developed a “Notification of loss, destruction or damage to property (products) resulting from the armed aggression of russian federation against Ukraine”. This marks the first practical step towards creating Registry of damaged business.
This was informed by acting Head of the State Tax Service, Lesya Karnaukh during the meeting with more than 60 representatives of business affected by hostilities. Meeting was held both in-person and online, involving all regions.
“Behind every lost business, there are, first and foremost, people. It is important to me that we work together with them – despite all the challenges to find ways to provide support. Amidst the war and severe funding shortages, we must find a solution to replenish the budget while helping business recover. A week ago, we presented a “roadmap” – set of measures by the State Tax Service designed to facilitate business operations. One key element is creation of a separate Registry for affected business; quality of this Registry depends directly on the information submitted by the taxpayers themselves” – Lesya Karnaukh said.
She noted that while the implementation of a full-fledged interagency data exchange is ongoing, the State Tax Service decided not to delay. Representatives of business community were presented with a draft “Notification of loss, destruction or damage to property (products) resulting from the armed aggression of russian federation” developed by the tax authority.

“We want to receive feedback from business as quickly as possible. This ensures that the State Tax Service does not have to wait for actions from other government agencies immediately after the business has suffered damage, and allows entrepreneurs to submit information directly to the State Tax Service. Submitting the notification is voluntary” – she said stated.
This data will help the State Tax Service take into account actual consequences of missile strikes, destruction and damage during future interactions with the taxpayers and tax administration process. It will enable better understanding of reasons behind changes in business performance indicators, prevent such changes from being viewed as risks without regard for the wartime circumstances, and allow for more timely identification of the need for advisory or preventive support.
Notification will allow for specification of the date and circumstances of the event, list and estimated value of lost or damaged products and fixed assets, information on the conducted inventory, VAT input credit and information regarding confirmation of destruction or loss by the competent authorities.
If the business obtains new information or refines the damage amount after submitting the document, it will be able to resubmit Notification with the updated information.
“We are already working on enabling submission of notification via the Electronic cabinet in the near future. However, if necessary, it can also be submitted in paper form or electronically through section “Correspondence with the State Tax Service of the Electronic cabinet’s private area. We are beginning to accept submissions at all Main Directorates of the State Tax Service of Ukraine via the Tax Consultant Offices. Our Tax Consultant Offices, Contact Centers and Taxpayer Service Centers will advise taxpayers on the submission process and assist with filling out the notification. For our part, we are committed to creating and populating this Registry as quickly as possible” – Lesya Karnaukh added.
