Today, Chairman of the STS Serhii Verlanov participated in the meeting of the EU-Ukraine Strategic Dialogue participants on the reform of the public finance management system which was chaired by the Minister of Finance of Ukraine Oksana Markarova and Head of the EU Cooperation Programs in Ukraine the EU Delegation to Ukraine Shtefan Shloininh.

Chairman of the STS briefed the attendees on the progress of the tax reform and outlined the objectives for the short term.

According to Serhii Verlanov, the State tax service focused on increasing the voluntary payment of taxes. In order to achieve this goal, the updated Tax service raises the level of analytical work, refines system of selection of the taxpayers for audits and focusing on risky operations. Such approach allows to reduce the number of audits and increase the percentage in payment of taxes on the basis of its results.

Also, the STS is working on increasing the percentage of court decisions in favor of the tax authorities by strengthening the evidence base. Serhii Verlanov called creation of convenient services for the taxpayers as one of the reforming priorities.

“We need to increase the number and quality of services. And these problems can be solved through the digitization. Currently, the Tax service is working on improving the taxpayer’s E-cabinet and creating the software RCO. These are parts of our big project “Tax service in the Smartphone”. Provision of services to the taxpayers and ensuring tax revenue to the budget – is our daily work” – stated Serhii Verlanov.

He also informed that the STS is at the stage of personnel reboot, it is preparing for the gradual transition to the single legal entity model, which includes optimization of organizational structure and functional distribution.

Head of the “Good Governance and Democracy” section of the EU Delegation to Ukraine Martin Klauke noted the progress in implementation of the tax reforms. “This is an important signal for business and promotes investment in Ukraine”, he said.

The European partners also assured their willingness to fully support the STS in implementation of reforms.
