Selection for vacant positions in the State Tax Service of Ukraine has been announced

In order to ensure the uninterrupted activity of the State Tax Service of Ukraine, the selection for a number of vacant positions of the civil service category “B” of the STS’s apparatus and its territorial bodies by concluding a contract for civil service for the quarantine period has been announced.

It should be reminded that the State Tax Service of Ukraine was formed in accordance with the Resolution of the Cabinet of Ministers of Ukraine, reorganizing the State Fiscal Service of Ukraine by division. STS started performing its functional powers on 28.08.2019.

Unfortunately, the Competition commission for conducting competition for civil service positions of categories “B” and “C” was formed at the central apparatus of the State Tax Service and its territorial bodies only on 23.01.2020.

Competition for two vacant positions of the civil service category “B” of the STS’s apparatus was announced on 14.02.2020.

Competition was suspended according to the Resolution of the Cabinet of Ministers of Ukraine as of 11.03.2020 № 211 on 27.03.2020.

Competition was canceled according to the final provisions of the Law of Ukraine as of 13.04.2020 № 553-IX “On amendments to the Law of Ukraine “On the state budget of Ukraine for 2020” on 13.05.2020.

In this regard, the situation with personnel recourses in the State Tax Service of Ukraine has become extremely critical.

Specifically, there are 81.3% of vacancies and its 27 territorial bodies have 60.3% of vacancies in the leadership of the STS’s apparatus as of 14.05.2020.

According to requirements of the Resolution of the Cabinet of Ministers of Ukraine as of 22.04.2020 № 290 “Some matters of appointment to civil service positions for the quarantine period established to prevent the spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2” in exceptional cases, the subject of appointment or the head of the civil service of the state body can announce the selection for a vacant position of the civil service due to the urgent need to ensure the functioning of this state body by concluding a fixed-term contract.
