Oleksiy Lyubchenko: the taxpayers will not feel inconvenienced due to the implementation of administrative-territorial reform

The taxpayers will not feel inconvenienced due to the implementation of administrative-territorial reform in connection with the consolidation of areas. This was stated by Chairman of the State Tax Service of Ukraine Oleksiy Lyubchenko in an interview with “CENSOR.NET”.

State Tax Service of Ukraine carries out a set of measures for implementation of legislative norms which provide introduction of the STS’s functioning within limits of the single legal entity. This process is taking place on the background of next decentralization reform stage in the country.

“Controlling bodies can be formed regardless of the administrative-territorial division. Instead, the quality of service for the taxpayers and implementation of relevant functions should be ensured at the appropriate level” – informed Oleksiy Lyubchenko.

As a part of the reform, the network of newly created state tax inspections across Ukraine will be 522 units that will operate under the requirements of Article 67 of the Constitution of Ukraine, which stipulates that every citizen is obliged to pay taxes and fees in manner prescribed by the law. Annually at the residence place, all citizens must submit their property and income declarations for the previous year to the tax inspections in manner prescribed by the law.

Created state tax inspections will provide services for the taxpayers (currently these functions are entrusted to the Taxpayers Service Centers) in accordance with the requirements of current legislation.

Territory of their service will remain constant.

Instead, we remind you that the State Tax Service has a centralized information and telecommunications system, which makes it possible, if necessary, to provide services to the taxpayers at any service center. This approach has already been applied in the implementation of a number of services provided by the tax authorities.

The State Tax Service of Ukraine is also working on improving and simplifying electronic services for citizens and integration with the application of state online services “Diia”.
