Today, Chairman of the State Tax Service of Ukraine Oleksiy Lyubchenko, First Deputy Minister of Finance of Ukraine Denis Ulyutin, Deputy Minister of Finance Yuriy Draganchuk, Deputy Chairman of the STS Nataliia Kalienichenko, Deputy Chief of the Accounting Chamber of Ukraine Lesya Karnaukh, Head of the First department of assistance programs “Good governance and democratization” of the EU Delegation to Ukraine Martin Klauke, Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to Ukraine Valdemaras Sarapinas, Acting Expert Team Leader of the EU4PFM Jurgita Domeikiene and the EU4PFM Project experts.
Special attention was paid to state of the Tax Service’s reform, particularly the implementation of IT projects in the public financial management system.
European colleagues noted that implementation of the EU4PFM Program is systematic. They thanked for the proactive approach in achieving common goals. Work of the State Tax Service in this direction was also highly noted.
According to Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to Ukraine Valdemaras Sarapinas, the specified project is an investment in Ukrainian future and therefore it is important that the country implements reforms, including creation of effective public financial management system. Ambassador considers that implementation of the EU4PFM Program will contribute to creation of efficient and transparent tax collection system in Ukraine.
In turn, Chairman of the STS Oleksiy Lyubchenko, thanked the project team and Delegation of the European Union to Ukraine for their cooperation and support of the STS in implementation of reforms.
As follows, during the 1st half of 2020, the EU4PFM experts provided support to the STS in the following areas: development of draft regulations; introduction of best practices in personnel management; donor coordination; analysis and improvement of work processes, etc.
“Assistance of international and national experts to the STS development segment is very important to us. With your support, we have made changes to the Working Plan and suggested important IT projects for the Service. We involved all heads of functional units in planning and, based on the Service’s needs, jointly with European partners reviewed each block of the Working Plan.” – stated Oleksiy Lyubchenko.
“Now is the best time to implement new changes in the work of Service, because the institutional reform of the STS is underway and we have a great opportunity to create a highly professional and IT–developed service.” – emphasized Oleksiy Lyubchenko.

The EU4PFM Program supports reformation of the public financial management system and contains 4 components. The STS jointly with the Ministry of Finance of Ukraine and the State Customs Service of Ukraine are the beneficiaries of components 3 and 4, which are combined into a separate project.
Component 3 of the Program concerns administration of taxes and fees that will facilitate strengthening of institutional and organizational capacity of public finance management system in the implementation and realization of a modern strategy to promote the taxpayers’ compliance with the tax legislation and at promoting the concept of voluntary payment of taxes; analysis and improvement of business processes in the Tax and Customs Services; expanding Ukrainian tax base, particularly by improving the exchange of tax information with other countries and by preventing tax evasion; harmonization of tax and customs legislation of Ukraine with the EU legislation; introduction of the best world practices and improving the institutional and organizational capacity of the Tax and Customs Services
Component 4 of the Program will provide a support to the public financial management system in Ukraine on the development and implementation of modern methods of the human resource management, including anti-corruption measures, adaptation and automation of business processes, improvement of organizational structures and practices, as well as strengthening the capacity of public finance management institutions in Ukraine to plan, implement and monitor reforms.
