Procedure of information interaction of the STS bodies and banks in the process of collection orders (instructions) transfer in the electronic form

Order of the Ministry of Finance of Ukraine as of 18.05.2020 № 217 approved the Procedure of information interaction of bodies of the State Tax Service of Ukraine and banks in the process of collection orders (instructions) transfer in the electronic form which enters into force on January 31, 2021.

Order № 217 was published in the Official Visnyk of Ukraine as of 31.07.2020 № 59 and on the official web portal of the STS at the link: https://tax.gov.ua/zakonodavstvo/podatkove-zakonodavstvo/nakazi/74694.html.

Document regulates mechanism of information interaction in the formation of collection orders (instructions) in the electronic form by the STS bodies, verification of such collection orders (instructions) by the Treasury and / or its territorial bodies, their transportation to payers’ banks using telecommunications networks in compliance with the legislative requirements on the electronic document management and electronic trust services, as well as in the execution (partial execution) or non-execution by payers’ banks of such documents, etc.

Introduction of such information interaction will optimize procedure of electronic collection orders (instructions) delivery to payers’ banks, increase the efficiency of working time of civil servants, as well as reduce the cost of budget funds and time required to deliver relevant documents in a paper form.

To ensure timely implementation of norms of the Order № 217, we inform you about the need to carry out work related to the creation (refinement) of stakeholders own software products that will be used in certain information interaction.

Please note that the bank writes off funds from the taxpayers’ accounts / business entities that have a tax debt is carried out in accordance with Chapter 11 of the Instruction on non-cash payments in Ukraine in national currency, approved by the Board of the National Bank of Ukraine as of 21.01.2004 № 22, registered at the Ministry of Justice of Ukraine as of 29.03.2004 under № 377/8976 (with amendments).
