STS measures on digitalization, counteraction to the shadow economy and harmonization of Ukrainian legislation with international practices were discussed during the meeting by Chairman of the State Tax Service of Ukraine Oleksiy Lyubchenko, his Deputy Natalia Kalenichenko, Heads of STS structural subdivisions with representatives of the American Chamber of Commerce in Ukraine.
Numerous representatives of the ACC member companies joined online Chairman of the Board Directors of the American Chamber of Commerce in Ukraine Olena Kosharna, Vice President Tetyana Prokopchuk Senior Policy Officer (Tax & Customs Issues) Oksana Shvets who participated in the event.
According to Chairman of the STS, at present there is a systematic update of the Tax Service and planned reform in terms of creating a single legal entity, which will significantly improve efficiency of the service.
“It is important for us to have a constructive dialogue with representatives of both domestic and foreign business, as Ukraine also needs investment capital. We understand that with the help of tax instruments we must ensure equal competitive working conditions in Ukrainian market, maximum transparency, trust and legal preference.” – emphasized Oleksiy Lyubchenko.
According to him, this is facilitated by the STS measures to destroy the value added tax overuse schemes, effective operation of VAT and excise tax electronic administration systems, introduction of new and continuous improvement of existing electronic services for payers.
STS has already implemented such electronic services as E-VAT, E-Subsidy, E-prozorro, Conclusions on the return of overpayment, E-baby, ID14, Software RCO. By the end of 2020, it is planned to introduce six more new services, including: FATCA, Unified Reporting (SSC + PIT), Electronic Cash Orders, E-excise, Single Account, Customer Complaints (CASHBACK).
Ensuring the payers’ access to tax services and electronic interaction with the Tax Service is also a priority for the STS.
Thus, from the 1st of September 2020, the mechanism of electronic document flow between the payers and controlling bodies has been simplified. Now the payer does not need to send an application when joining the contract. The taxpayer acquires status of the subject of electronic document flow after sending any electronic document in the established format to the controlling body. Starting from the 7th of November 2020, the exchange with controlling bodies will be carried out without concluding agreements.
As of today, the STS already has more than 2 million subjects of electronic interaction. STS has received more than 309 million electronic documents since the beginning of 2020.
In turn, representatives of the American Chamber of Commerce emphasized the importance of guarantees of equal, fair and predictable tax policy for business, as well as the need to continue professional dialogue and cooperation with the Tax Service.
