Experience of international partners and recommendations of foreign experts are extremely important for building a successful, efficient and effective service. It is the synthesis of the best developments of international colleagues and own achievements, adaptation and transformation of modern world developments allows to bring to a new level of functioning of the Tax service. This was stated by Chairman of the STS Oleksiy Lyubchenko during the first coordination meeting with the State Tax Service development partners.
Event was attended by representatives of the IMF Tax and Budget Department, Public Finance Management Support Programs in Ukraine (EU4PFM), German Society for International Cooperation (GIZ), US Treasury Department Technical Assistance Office, “Ukraine-Sweden” project: Partnership for modern and efficient Tax service”, the EU Delegation to Ukraine, the US Embassy in Ukraine and Swedish Embassy in Ukraine.
Chairman of the STS presented to foreign experts the results of key reforms being implemented in the Tax service, told about its achievements and innovations, as well as plans for the coming year.
To date, the State Tax Service has implemented a large-scale structural reform of transition to a single legal entity. This format of the STS is provided by a number of documents, as well as the Letter of intent to the International Monetary Fund and the Memorandum on Economic and Financial Policy.
“Currently, there is a systematic renewal of the Tax service and planned institutional reform that will significantly increase efficiency of the service. Not only the form but also the essence of body is being reformed” – specified Oleksiy Lyubchenko.
Chairman of the STS also stated that one of the priorities of tax policy reform is to simplify procedures and reduce the cost of tax administration through the development of electronic services.
“Enormous work has been done this year. We had not only to make up for the lag in budget revenues allowed since the beginning of year, but also to over-fulfill them, to prove our ability to work efficiently and effectively. Moreover, we carried out all the planned institutional changes in a timely manner and implemented a number of personnel decisions. I believe that the tax team is successfully fulfilling all tasks set for STS by the Government and implementing the changes that society has a request for. Of course, the expert support of our partners helped us to achieve results” – outlined Oleksiy Lyubchenko.
In turn, the STS international development partners noted readiness of Ukrainian tax authorities to implement modern World Standards Service, openness and readiness for results.
