Main results, key achievements and next steps in the implementation of Public Financial Management Support Program in Ukraine (EU4PFM) were discussed during a meeting of the Steering Committee of this project, which took place on February 10. Event was attended by experts from Delegation of the European Union to Ukraine, the Support Group for Ukraine, the Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to Ukraine, the Lithuanian Project Management Agency, the EU Advisory Mission, the German International Cooperation Agency, the Swedish Finance Agency Ukraine, representatives of the Ministry of Finance of Ukraine, the State Tax Service, the State Customs Service and the Accounting Chamber of Ukraine.
“2020 was both difficult and, at the same time, successful for the State Tax Service. We have implemented reform of the State Tax Service and created a single legal entity. I emphasize that team of the State Tax Service does not consider these innovations as a reform for the sake of reform – we have fundamentally changed the content. Format of work with large taxpayers has been changed. 5 centers of branch competence have been created, as we are convinced that the taxpayer should know technology. Taxpayer will know the tax base better, which will ensure qualitative tax control.” – emphasized Oleksiy Lyubchenko.
He also stated that single account for payment of taxes as an alternative to the current system of crediting payments is operating from the 1st of January 2021. The number of 1413 payers has already used this service and 15.7 million UAH of payments have already been credited to the single account.
In addition, the STS has introduced a single unified tax reporting form for personal income tax and single social contribution from the beginning of 2021.
The following electronic services have already been introduced in the State Tax Service: electronic VAT administration system, E-subsidy, Electronic cabinet, E-prozorro, E-baby, ID14, E-return (overpayment refund – 24/7, remotely apply for a refund through Electronic cabinet in “three clicks”), PRRO, Unified reporting (SSC + PIT), Single account and electronic service “infoTAX”.
“I am confident that the chosen path is comprehensive and will ensure a dynamic and sustainable transformation of the State Tax Service, which will lead to positive changes that will be felt by the taxpayers.” – specified Oleksiy Lyubchenko.
