Yevhen Oleinikov: Interaction between the State Tax Service and the newly created Bureau of Economic Security should become a system

Interaction between the State Tax Service of Ukraine and the newly created Bureau of Economic Security should become a system where the state control provided by the STS and BEB’s law enforcement efforts will be organically complementary. In this way, the highest efficiency of both the Bureau and the Tax service can be achieved. This opinion was expressed by Deputy Chairman of the STS Yevhen Oleinikov during the International Scientific and Practical Conference “Legislative Support for the Bureau of Economic Security of Ukraine”.

According to him, the STS in cooperation with the Bureau is ready not only to be provider of information, but also to implement a comprehensive work in those areas that require the most attention.

“At present, our interaction with BEB will be based, first of all, on the help for Bureau to define the most dangerous manifestations of economic crimes at the expense of systematic vision of economic processes that we have in vision today.” – stated Yevhen Oleinikov.

Deputy Chairman of the STS noted that the STS’s experience over the past year has clearly shown that in order to change the situation, it is not necessary to try to identify every violation and make a decision on each of them. It is enough to identify critical points and use them, given it as a signal for business. Then business as a whole begins to change its behavior, which has a positive effect particularly on the state budget revenues.

“It is very important that work with the use of rather powerful arsenal that is envisaged for BEB today is just a continuation and expansion of this area for the BEB to become body that will be able to implement projection of state control, state counteraction against economic crimes at those critical points of focus, the example of influence on which will give a signal to all business” – assured Yevhen Oleinikov.

First of all, such activity, according to Deputy Chairman of the STS, will indicate that the state will no longer allow unfair competition through the tax evasion. The second is that the BEB’s priority is to combat economic crimes and not to put general pressure on business. And the third, it will ensure understanding that legislative violation will sooner or later have more negative consequences, offsetting all benefits that the one temporarily receives by violating the law in the economic activity.

Yevhen Oleinikov also stated that the Tax investigations department which is not a law enforcement unit has been created in the STS. Its main function is systematic analytics aimed at understanding one or another tax evasion mechanism, identifying vulnerabilities and working them out effectively. Today, such work is carried out either independently or with involvement of the law enforcement agencies. Effective interaction with BEB will significantly strengthen this area and achieve high efficiency for both agencies.
