How to check the excise stamp and establish legality of the alcohol origin

It is possible to check the excise stamps for the labeling of alcoholic beverages, ie to establish legality of the alcoholic beverages origin on the web portal of the STS.

Stamp for alcoholic beverages must contain a two-dimensional bar code for quick response (hereinafter – the QR-code) and a linear bar code (hereinafter – the bar code). This is provided by Paragraph 5 of the Resolution of the Cabinet of Ministers of Ukraine dated 27.12.2010 № 1251, as amended by the Resolution of the Cabinet of Ministers of Ukraine dated 12.02.2020 № 97 “On amendments to the Regulation on production, storage, sale of excise stamps and labeling of alcoholic beverages and tobacco products”.

The bar code contains information about stamp’s series and number.

The QR-code contains information about stamp’s series and number, requisites of the buyer of a stamp: for legal entities it is a code according to the Only state register code of enterprises and organizations of Ukraine, for individuals – entrepreneurs it is a code that reflects registration number of the taxpayer’s account card and a link to a web resource to check a stamp.

Check excise stamp using the electronic service “Search for excise stamp” at the link https://cabinet.tax.gov.ua/registers/mark.

When a mobile device scans the QR code, which is applied to the excise stamp, a link is made to the web resource https://cabinet.tax.gov.ua/registers/mark for instant verification of a stamp.

If the QR code cannot be scanned due to subjective reasons (code is broken, jammed, etc.), the information can be checked manually. To do this, select section “Registers” – “Search for excise stamp” in the “Electronic Cabinet” on official web portal of the STS.

In the field “Stamp type” select “New sample” for a stamp that contains the QR-code (ie a new sample, introduced from 01.05.2020).

In the field “Stamp series” indicate stamp’s series, which consists of a combination of four capital letters of the English alphabet.

In the field “Stamp number” indicate stamp’s number, which consists of six digits.

Then press the “Search” button.

After, the name (title) of a business entity and its the Only state register code of enterprises and organizations of Ukraine code to which the specified unit of excise stamp was issued will be reflected.

This E- service allows citizens not only to check legality of the alcoholic beverages and tobacco products origin, but also provides an opportunity to exercise public control over the turnover of excisable products.
