STS strengthens interaction with territorial communities

State Tax Service is implementing a draft project to work with local communities to improve administration of local taxes and increase revenues to local budgets (community budgets). This was announced by Acting Chairman of the STS Yevhen Oleinikov during meeting of the STS’s Board.

STS’s territorial bodies of Cherkasy, Chernihiv, Ivano-Frankivsk and Dnipropetrovsk regions participated in the draft project.

According to Yevhen Oleinikov, result of the draft project for 1469 territorial communities will be:

- creation of passport of the territorial community,

- determining potential of the tax capacity,

- working out a model of interaction between tax authorities and territorial communities in order to improve administration of local taxes,

- introduction of additional services to enterprises, territorial communities, citizens for ease and simplicity of administration and payment of taxes,

- creating conditions for attracting domestic and foreign investments in development of territorial communities.

During development of the draft project, an integrated platform was developed, which will provide opportunity to generate passport of the local community as much as possible in the electronic form.

The passport of territorial community will contain information that affects tax administration sphere, in particular, the administrative-territorial structure, socio-demographic indicators, financial indicators, tax information and information about taxation objects of local budget revenues. Today, the IT system has connection between 24 million taxable objects and 22 million integrated taxpayer cards with 1469 local communities.

The first results of draft project showed reserves for increasing revenues to local budgets and accordingly increasing financial capacity of local communities for development of territories.
