Appeals about possible violations in the retail sale of fuel market are promptly checked

One of effective measures to clean the retail fuel market from illegal (spontaneous) sale, as well as the fuel sale in violation of regulations governing its implementation, is to bring business entities (including citizens) to administrative and criminal liability with further seizure of such products.

STS constantly analyzes existing databases and information covered in the media. Particular attention is paid to facts set forth in the citizens’ appeals, public organizations, people’s deputies of Ukraine and local governments. As a result of such appeals, measures are immediately taken to verify them by organizing and conducting actual audits.

For this purpose, the STS has introduced an electronic service that allows buyers of products (services) to search and view the fiscal cashier’s check, which is formed by registrar of settlement operations.

After a purchase, buyers have opportunity to view the fiscal cashier’s check using electronic service “Search for the fiscal check”, which operates in the E-cabinet’s open part accessed in a real time (24/7/365) without identification.

During current year, based only on the consideration results of appeals of people’s deputies of Ukraine, cases of the STS’s non-receipt of information about checks from registrars of settlement operations printed at a network of gas stations were established. Based on the consideration results of such appeals, the number of 82 actual audits of risky gas stations were organized and conducted. A number of violations of regulations governing the fuel sale in Ukraine were identified and about 7 million UAH of fines (financial sanctions) were applied.

STS informs concerned citizens who have information about business entities (addresses of their business facilities) that sell fuel in violation of applicable law and / or sell fuel without the use of registrars of settlement operations (and / or during the review and search in the E-cabinet’s open part of received check with its established absence) about the possibility to notify the State Tax Service of Ukraine (Lvivska Square, 8, Kyiv, 04053 or by phone 0800 501 007 and (044) 272 62 55) about such facts.

For comprehensive and high-quality consideration of such appeals, please indicate if possible: address of the business entity, name (title) of gas station network, with provision (if any) of supporting document (check from registrar of settlement operations) or any other information that can be used for control and audit measures.
