On replacement of the Qualified provider of electronic trust services of the IRD of the STS to the Qualified provider of electronic trust services of the State Tax Service of Ukraine

There is information for users of the qualified electronic trust services of the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service that on June 23, 2021, the Cabinet of Ministers of Ukraine adopted Resolution № 641 "On the implementation of experimental project to ensure continuous provision of the qualified electronic trust services by the State Tax Service" (hereinafter – Resolution), for performance of which:

appropriate changes will be made to the Trust list of the qualified providers of electronic trust services on December 23, 2022, as a result of which the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service will be replaced by the Qualified provider of electronic trust services of the State Tax Service of Ukraine;

Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service will stop to provide qualified electronic trust services.

Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service and Qualified provider of electronic trust services of the State Tax Service of Ukraine offer to join public Agreement on the replacement of a party in Agreement on the provision of qualified electronic trust services (hereinafter – Agreement), according to the terms of which the qualified provider of electronic trust services will be replaced from the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service to the Qualified provider of electronic trust services of the State Tax Service of Ukraine. Text of Agreement is posted on the websites of the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service and the Qualified provider of electronic trust services of the State Tax Service of Ukraine at the link https://acskidd.gov.ua/download/IDD-DPS_DPS_Agreement.pdf  (text in the PDF format), acskidd.gov.ua  and tax.gov.ua, respectively. As a result of such replacement, the Qualified provider of electronic trust services of the State Tax Service of Ukraine will continue to provide users with qualified electronic trust services under conditions stipulated in contracts concluded by users with the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service.

Users who have valid qualified certificates obtained from the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service will continue to be continuously served by the Qualified provider of electronic trust services of the State Tax Service of Ukraine from 12.23.2022.

Within 5 (five) working days from the date of posting of this Agreement on the official websites of the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service and the Qualified provider of electronic trust services of the State Tax Service of Ukraine, i.e. until 23.59 on 16.12.2022, the user has a right to refuse to join terms of this Agreement by submitting a corresponding application to the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service in electronic form according to Annex to this Agreement (hereinafter – Application). Such Application must be signed by means of the user’s qualified electronic signature of (user’s authorized person) and sent to the e-mail address of the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service inform@acskidd.gov.ua. Submitted user’s Application is an evidence of refusal to join this Agreement and has consequence of termination of provision by the Qualified provider of electronic trust services of the Information and Reference Department of the State Tax Service of relevant qualified electronic trust services, early termination of Agreement at user’s initiative and cancellation of his / her qualified public key certificates.

If users until 23.59 on 16.12.2022 did not submit the above Application, they will be considered as users, who have expressed their tacit consent to join Agreement and from 23.12.2022, the qualified provider of trust services for such users will be the Qualified provider of electronic trust services of the State Tax Service of Ukraine.
