Consolidated budget received 253.2 billion UAH in January – March 2023

Taxpayers continue to support Ukraine’s economy in difficult wartime, dutifully paying taxes to the budget. Thanks to their active civic position, the state steadily receives funds to support the Armed Forces of Ukraine and social benefits.

Revenues (balance) to the consolidated budget for payments controlled by the State Tax Service amounted to 253.2 billion UAH in January – March 2023. State budget received 152.2 billion UAH, local budgets – 101 billion UAH.

Revenues (balance) to the general fund of the state budget amounted to 150.4 billion UAH in January – March 2023. Scheduled indicators of the Ministry of Finance of Ukraine of revenues to the general fund of the state budget were fulfilled by 98.8%. Herewith, 40.4 billion UAH of the VAT was reimbursed to the payers’ accounts in the first quarter of 2023.

In terms of taxes, scheduled indicators of the Ministry of Finance of Ukraine were exceeded from the corporate income tax, namely by 26.0% (+7.2 billion UAH), excise tax on produced and imported products (goods) by 23.9% (+4.2 billion UAH), levy and personal income tax by 10.4% (+3.6 billion UAH).

In terms of main payments in January – March 2023, the increase compared to the corresponding period of last year is from the excise tax on produced and imported goods (products) by 2.2 times (+12.2 billion UAH) and the personal income tax – 18.4% (+5.8 billion UAH).

Revenues of the single contribution to obligatory state social insurance amounted to 105.4 billion UAH in January – March 2023, which is by 16.6 billion UAH or 18.7% more than in January – March 2022. 

Revenues (balance) to the consolidated budget for payments controlled by the State Tax Service amounted to 103.3 billion UAH in March 2023. State budget received 68.8 billion UAH, local budgets – 34.5 billion UAH.

Revenues (balance) to the general fund of the state budget amounted to 67.8 billion UAH in March 2023. Scheduled indicators of the Ministry of Finance of Ukraine from revenues to the general fund of the state budget were fulfilled by 104.3%, in addition, budget additionally received 2.8 billion UAH.

14.5 billion UAH the VAT was reimbursed to payers’ accounts.

Indicators of the Ministry of Finance of Ukraine from the corporate income tax were fully fulfilled, namely 118.6% (+4.1 billion UAH), levy and personal income tax – 111.3% (+1.3 billion UAH), excise tax on produced and imported products (goods) – 138.5% (+2.7 billion UAH).

In terms of basic payments in March 2023, the increase compared to March 2022 is from the levy and personal income tax – 3.5 billion UAH (+35.4%) and the excise tax on produced and imported excise products (goods) – 8.5 billion UAH (by 8.1 times).

Local budgets received 34.5 billion UAH in March 2023, which is by 9.8 billion, UAH or 39.7% more than in March 2022. 

Revenues of single contribution to obligatory state social insurance amounted to 36.2 billion UAH in March 2023, which is 8.4 billion UAH or 30.3% more than in March 2022.
