Declared employees are satisfied and motivated. They work better, change jobs less often and are more proactive than undeclared employees.

Obligation to provide decent working conditions is in your interests. After all, you avoid costs and losses due to possible production stops, long-term absence of employee from work, compensation for treatment and rehabilitation, as well as training of new employees.
