Development of the service component and digitization of services for taxpayers remains priority today for the State Tax Service. State Tax Service takes active part in digital transformation of Ukraine. That is why all initiatives of other state authorities, which make it easier for taxpayers (citizens) to receive services, are always supported.
Starting from 01.06.2021 in order to implement norms of current legislation regarding use of e-passport, namely:
Law of Ukraine № 1368-IX as of 30.03.2021 "On amendments to the Law of Ukraine "On the Unified state demographic register and documents confirming Ukrainian citizenship, certifying person or special status";
Resolution of the Cabinet of Ministers of Ukraine № 911 as of 18.08.2021 "On approval of Procedure for formation and verification of e-passport and e-passport for traveling abroad, their electronic copies";
Order of the Ministry of Finance of Ukraine № 822 as of 29.09.2017 "On approval of Regulation on the registration of individuals in the State register of individuals – taxpayers", registered in the Ministry of Justice of Ukraine on 25.10.2017 under № 1306/31174 (with changes), the State Tax Service of Ukraine ensured connection of information and communication systems of the State Tax Service to the Diia Portal and developed software with which officials of the State Tax Service during provision of administrative services (in particular, during registration procedures, making changes to the State register of individuals – taxpayers, as well as when issuing document certifying registration in the State register and information from the State register) electronic copies of digital documents are received (sharing) in the Taxpayer Service Centers.
Sharing is getting copies of digital documents into the government agency's system. Such copies are in the form of pdf files and fields with metadata.
Diia user can share copies of the following documents:
- Biometric passports: ID card, foreign passport.
- Certificate of internally transported person.
- Child's birth certificate.
- Driver's license.
-Vehicle registration certificate.
Book passports of the 1994 model and non-biometric foreign passports issued before 2015 are not reflected in Diia.
Legal force of digital documents in Diia is determined by the following legal acts:
- E-passports and Registration number of the taxpayer's account card: Law of Ukraine № 1368-IX and the Tax Code of Ukraine;
- E-birth certificate: CMU Resolution № 911 as of 23.09.2020;
- e-certificate of internally transported person: CMU Resolution № 509 as of 01.10.2014;
- e-driver's license and e-certificate of vehicle registration: CMU Resolution № 1453 as of 29.12.2021.
Sharing copy of digital passport, passport data, Registration number of the taxpayer's account card and registration residence place are transferred.
How does sharing happen in territorial bodies of the State Tax Service?
Individual – Diia user visiting the Taxpayer Service Center of the State Tax Service in person, where administrative service is received, can share digital copy of document from a smartphone:
- Generates temporary code of required document in the application Diia.
- Employee of territorial body of the State Tax Service enters 13-digit code specified under the barcode into its information system.
- User receives a request to provide copies of digital documents.
- User confirms transfer of documents. "Diia" signature is superimposed on the copy.
- If signature is successfully applied, copies of documents will be sent to the State Tax Service’s system.
- State Tax Service’s system receives digital copies in the format of signed pdf and metadata (json).
Why is it safe?
Data is transmitted only in the encrypted form and can be decrypted (therefore read and processed) only by authority that requested it from the user.
Encrypted data package is sent to the authority's server only after the user's permission, which such person provides in the application Diia immediately before sending.
Each digital copy of document contains information about the recipient, department and date of its formation.
Authority ensures compliance with legislative requirements on the personal data protection.
