Acting Deputy Head of the State Tax Service Yevhenii Sokur took part in conference "How to detinize retail trade and minimize smuggling in Ukraine?" organized by the Ukrainian Business Council.

As Yevhenii Sokur noted, relative to the pre-war level, budget revenues in 2024 have significantly increased to the corresponding period of 2021. General fund of the state budget received (balance) 695.4 billion UAH for 8 months of 2024, which is 69.7% or 285.6 billion UAH more compared to January – August 2021. At the same time, VAT revenues (balance) amounted to 175 billion UAH for 8 months of 2024, which is 72.9% or 73.8 billion UAH more than figures for 8 months of 2021.

"Positive results have been achieved due to the coordinated work with taxpayers and expert environment to identify and stop tax evasion schemes" – stated Yevhenii Sokur.

In the liquor and vodka market, payment of taxes to the consolidated budget for 8 months of 2024 compared to the same period of 2023 has increased by 1.2 billion UAH or 16%. In addition, VAT revenues in the industry have increased significantly – by 0.4 billion UAH or 36.4%. There has also been a 28% increase in RRO/PRRO sales for 8 months of the current year compared to the corresponding period of 2023 and by 43.3% in August compared to January 2024.

Along with other industries, fuel market is coming out of shadows and legalized. Important factor contributing to this is conduction of constant control over compliance by business entities with requirements of current legislation.

As a result, payment of taxes to the budget by payers on the fuel market is increasing. Payment for 8 months of 2024 has increased by 45.1% compared to 8 months of 2023 (+5.1 billion UAH), which significantly exceeds effect of VAT rate increase. In addition, VAT revenues in the industry have increased significantly – by 3.3 billion UAH more, or almost twice (+89.1%).

Also, in June – August 2024, companies-producers and importers of tobacco and tobacco products have already paid 6.5 billion UAH or 30% more of the excise tax on manufactured and imported tobacco compared to June – August 2023.

RRO/PRRO revenues (from sale of tobacco products) in August 2024 compared to January 2024 have increased by 2.7 billion UAH or 31.6%.

Also, according to Yevhenii Sokur, there are positive developments regarding transfer of payments to the budget and in the trade market of electronics and household appliances, in spheres of gambling business, production and wholesale trade of jewelry.

In the market of electronics and household appliances, transfer of payments to the budget by companies involved in the retail sale of electronic equipment has increased by 93% in 8 months of 2024 compared to 8 months of 2023. Such growth is due to increase in VAT revenues in the industry – by 0.6 billion UAH or 157.7%. Tax efficiency has increased from 1.14% in 2021 to 2.74% in 2024. RRO/PRRO revenues for 8 months of 2024 have increased by 33.6 billion UAH or 34.4% compared to the corresponding period of 2023.

Transfer of payments to the budget by companies operating in gaming business for 8 months of 2024 has amounted to 11.7 billion UAH, which is 106.6% or 6 billion UAH more than in 8 months of 2023.

For comparison: in 2021, such revenues for the whole year amounted to 204.8 million UAH, for 2022 – 730.9 million UAH.
