Territory of high tax trust level: new approaches in communication between the business and the state

The state has launched a new project to support honest business. This was told by acting Deputy Head of the State Tax Service Yevhenii Sokur during the meeting with representatives of the Ukrainian League of Industrialists and Entrepreneurs. Territory of high tax trust level is new approaches in serving taxpayers based on mutual openness and trust between the taxpayers and the state.

"Initiative is aimed at creating new level of partnership between the State Tax Service and the payer. To implement the initiative, payers are given a number of benefits. To use them, the payer must meet clearly defined criteria" – emphasized Yevhenii Sokur.

All payers included in the List receive moratorium on a number of unplanned, planned and actual documentary audits, shortened deadlines for conducting in-place and documentary audits for budgetary refunding, shortened deadlines for providing individual tax consultations.

In addition, personal compliance manager will be assigned to each of them. This is a reliable assistant that will answer all questions about paying taxes, help in making management decisions and avoiding violations of tax legislation.

Procedure for calculating criteria for including taxpayers in the List was approved by Order of the Ministry of Finance № 495 as of 07.10.2024.

Particularly, among such criteria, timely and complete fulfillment of one’s tax obligations, absence of special economic and other restrictive measures, level of tax payment, amount of salaries, etc.

"We strive for the vast majority of taxpayers to have a high level of voluntary and conscious compliance with tax legislation and number of participants of the Territory of high tax trust level to constantly grow. I am sure that such initiative will be interesting for members of the Ukrainian League of Industrialists and Entrepreneurs, who use all opportunities to develop entrepreneurship and support economy of our state" – stated Yevhenii Sokur.   

The first list will be formed at the end of November. If the payer is included in the List, the State Tax Service will notify about it through the Electronic cabinet within five working days after the List is approved.

For the payers’ convenience, specialists of the State Tax Service developed sub-site "Territory of high tax trust level", where all necessary information about this project is located. Specifically, the taxpayers will be able to learn about average indicators of paying taxes to the budget and average salary in their industry, check their own indicators, etc.
