Head of the State Tax Service Ruslan Kravchenko held working meeting with representatives of the International Monetary Fund Enrico Aav and Susan Betts. Participants discussed specific implementation measures of recommendations received by the State Tax Service within framework of technical assistance from the IMF Budget Department within framework of implementation of the National Revenue Strategy until 2030.
"Tax administration reform is ongoing. Together with team of the International Monetary Fund, we are working on a set of measures to make system more effective, transparent and modern" – emphasized Ruslan Kravchenko.
According to him, the State Tax Service is already actively working in the following main areas:
Reform management – reform monitoring criteria are updated and effective change management is implemented.
Compliance risk management – development of the key performance indicators for the draft project, audit of employees’ skills, etc.
Tax audit – risk-based audit approaches are being implemented, the key audit performance indicators are being developed.
IT reforms – increasing automation of processes to reduce administrative burden and maximize transparency.
During the meeting, plan of joint work for the near future was agreed on to improve tax audit processes, particularly in terms of defining strategic and operational goals of this activity of the State Tax Service, and implementing risk-based approach to the formation of audit plans.
This will allow Ukraine to achieve implementation of relevant milestones of Memorandum with the IMF and create tax administration system that meets the best international standards.
