Ruslan Kravchenko: We continue our systematic work with the IMF regarding tax reform

Head of the State Tax Service Ruslan Kravchenko met with a mission of the International Monetary Fund’s Fiscal and Budget Department led by Deputy Director of the Department Juan Toro.

Challenges and implementation of projects within framework of the bilateral cooperation were discussed. They particularly talked about implementation of the two strategic documents: Memorandum on Economic and Financial Policy with the IMF and National Revenue Strategy of Ukraine until 2030.

"Currently, there are already concrete results of joint work. This includes a survey of taxpayers conducted with support of the World Bank, approval of the Digital Development Plan of the State Tax Service until 2030 and updating organizational structure of the Service based on the results of a functional survey" – noted Ruslan Kravchenko.

Parties, during the meeting, also focused on other key changes that need to be implemented for qualitative changes in the State Tax Service:

- risk-based approach and compliance (CRM), work with the large taxpayers and E-audit. State Tax Service has already received conclusions from the IMF experts on the current state and recommendations for further improvement of these areas. Their implementation will contribute to the forecasting of tax risks and increasing tax discipline;

- digitalization and development of modern IT system. State Tax Service is interested in creating such complex that would allow for maximum automation of all processes and more efficient interaction with the taxpayers. There is a need to improve existing systems, specifically to create a CRM system, work with tax debt and Data Warehouse; 

- integrity. This involves conducting independent surveys, training in methodologies and practices for the quality implementation of trust-building measures;

- personnel development. Reform effectiveness depends on the professionalism of its implementers. Therefore, the State Tax Service will provide training for employees in the necessary skills, according to modern standards.

"We count on the support of these initiatives from the IMF and further involvement of experts. We continue systematic work on tax reform" – emphasized Head of the State Tax Service.
