Lesia Karnaukh: State Tax Service is already receiving positive feedback regarding the change in approaches to cooperation with business

State Tax Service is already receiving positive feedback regarding the change in approaches to cooperation with business. Our main goal is to increase the taxpayers’ trust towards the Tax Service.

This was stated by the First Deputy Head of the State Tax Service Lesia Karnaukh during the KIEF TALKS event “New rules of the game: Tax as a Service”, organized by the Kyiv international economic forum.

“Since the beginning of year, we have already introduced a number of measures that have changed philosophy of the State Tax Service in order to make the Tax Service truly effective state body” – said Lesia Karnaukh.

Participants, during event, discussed functioning of the monitoring compliance system of tax invoices / adjustment calculations with the risk assessment criteria. As specialists of the State Tax Service noted, changes to Resolution of the Cabinet of Ministers of Ukraine № 1165 have already been developed, which will allow not to increase number of blocked tax invoices.

“We set ourselves the task of ensuring that rate of blocked invoices does not exceed 0.4%. Monitoring compliance system of tax invoices / adjustment calculations with the risk assessment criteria is effective tool in the value-added tax administration. It allows to track the entire chain from moment the product cost arises to the moment of its sale, which greatly helps the State Tax Service. Properly configured monitoring compliance system of tax invoices / adjustment calculations with the risk assessment criteria is for benefit of the state and business, as it allows to stop a number of tax evasion schemes, specifically formation of a scheme tax credit” – said Lesia Karnaukh.

She also emphasized that assistance in resolving questions related to blocking tax invoices and classifying enterprises as risky is provided by consulting centers that operate in each region and called for more active use of this resource.

The following questions were also discussed:

- application of the administrative appeal procedure. Here, the State Tax Service pays attention to mechanism of the pre-trial dispute resolution and communications with the taxpayer;

- un-shadowing of economy, particularly cessation of illegal market of excisable products. State Tax Service transfers all materials regarding the identified facts to the law enforcement agencies for taking appropriate measures;

- introduction of system for assessing effectiveness of the State Tax Service.

“For tax officials, one of the main indicators during the war is revenues to the budget, but in achieving this, we must not violate rights and create uncomfortable conditions for the business” – emphasized Lesia Karnaukh.

State Tax Service will also continue practice of holding open meetings with the business. This allows identifying systemic problems, analyzing them, and making appropriate decisions. Effectiveness example of such communications is amendments to the monitoring compliance system of tax invoices / adjustment calculations with the risk assessment criteria and developments in the pre-trial mediation.
