Official sales of excisable products are increasing in Ukraine

Revenues from the sale of excisable products have been growing steadily during the five months of year. Reasons are effective counteraction against shadow market, increased transparency of settlement operations and seasonal economic recovery.

Alcoholic beverages

Ukrainians spent almost 12 billion UAH on alcohol in January. It was 14.46 billion UAH in May (+21% compared to January).

Main factors: activation of restaurant and entertainment business, increased control by the State Tax Service over sales. Not only average check is growing, but also the number of purchases.

Tobacco products

Ukrainians spent 13.08 billion UAH on tobacco products in May 2025 – more than on alcohol. 10.38 billion UAH was spent on the purchase of cigarettes in January.

Cost of tobacco products is steadily increasing due to the excise policy, dependence on imported raw materials and transition to products of a higher price category. In addition, active counteraction against shadow market is gradually transferring sales to the legal sphere.

Fuel

Volumes of sold fuel are also growing. 558.3 ​​million liters were sold in January, 639.9 million liters in May (+14.6% compared to January).

Such increase is explained by several factors: beginning of the field work, increased transport and logistics, and increase in domestic tourism. In addition, fuel prices remain relatively stable, which contributes to the growth of volumes.

More and more transactions are carried out officially through RRO. This indicates integrity of business entities, effectiveness of control by tax authorities, and gradual legalization of the retail market.
