Government has streamlined powers of the State Tax Service of Ukraine

The updated functions are provided for by changes to Regulations on the State Tax Service of Ukraine. Everything is in line with current legislation.

Briefly about the changes:

State Tax Service will administer contribution to support employment of persons with disabilities.

Contribution will finance social protection for people and children with disabilities.

Therefore, functions and rights of the State Tax Service have been clarified regarding:

- record-keeping, administration and control over the reporting timeliness;

- verification of completeness, accuracy and timeliness of accrual and payment of contribution;

- application of liability;

- tax debt repayment and collection of arrears;

- participation in analysis and envisaging of contribution revenues;

- preparation of reports on status of the taxpayers’ settlements with the budget, etc.

Strengthening control over excisable products.  

Norms regarding licensing activities of business entities have been added to Regulations in the sphere of:

- tobacco growing and fermentation of tobacco raw materials;

- whole and retail sales of these products.

State Tax Service will carry out accounting and control over circulation of marked excisable products using Electronic circulation system of alcoholic beverages, tobacco products and liquids used in electronic cigarettes.

State Tax Service is also authorized to: 

- control payment of excise tax on the import, production and sale of labeled products in the customs territory of Ukraine;

- comply with legislative requirements in circulation of excisable products;

- ensure electronic traceability of product circulation;

- administer payment of advance income tax and personal income tax contributions by fuel retail entities.

State Tax Service has authority to report to the National Anti-Corruption Bureau of Ukraine about facts that may indicate attempts to provide improper benefits to officials of foreign states.
