Counteraction against shadow employment: due to the State Tax Service’s measures, employers have registered more than 2.8 thousand employees this year

Specialists of the State Tax Service have identified more than 1.7 thousand legislative violations regarding registration of employment relations during actual audits since the beginning of 2025.

Due to the carried out explanatory work, employers have formalized employment relationships with more than 2.8 thousand employees.

For example, during audits of 3 business entities involved in the international transportation of products and passengers, more than 90 facts of using labor of citizens without proper registration of employment relations were identified.

Based on the results of reviewing these materials, the State Labor Service of Ukraine has already imposed penalties on such employers in the amount of more than 3.1 million UAH.

Also, since the beginning of year, more than 1000 materials from actual audits, which documented violations of labor legislation, have been sent to the State Labor Service. It makes decisions on imposing fines on such business entities.

Currently, based on the results of reviewing materials from the State Tax Service, the State Labor Service has already imposed financial sanctions on such employers in the amount of almost 20.8 million UAH. For more than 380 facts, warnings have been issued to business entities.

It should be emphasized that the State Tax Service carries out tax control taking into account decision of the National Security and Defense Council to introduce legal and organizational measures regarding moratorium on groundless audits and interference by the state bodies in business activities, and exclusively taking into account risk-oriented approach and in the presence of high levels of risk.
