Results of joint work, priorities for further cooperation and future projects were discussed during the meeting by acting Head of the State Tax Service Lesya Karnaukh, State Tax Service’s team and representatives of the EU4PFM project, led by Head of the Public Finance Management Sector at the European Union Delegation to Ukraine Javier Casasnovas-Bernad and Team Leader at the EU4PFM, EU Public Management Support Programme for Ukraine Jurgita Domeikiene.
As acting Head of the State Tax Service Lesya Karnaukh noted, meeting with the EU4PFM experts is opportunity to plan joint move forward, towards building even more modern and digital tax system of Ukraine within framework of the National Revenue Strategy – important document not only for the State Tax Service, but also for the entire country.
According to her, one of the key reforms of the National Revenue Strategy is introduction of the tax risk management system. It is important for the State Tax Service that this approach becomes a reality and not just a plan for the future.
“Among the key achievements of 2025 are: passing screening stage for the 16th negotiating chapter, improving the standard audit file SAF-T UA, implementing electronic auditing and conducting training for State Tax Service’s employees. With your support, we were able to implement these tasks, which lay the foundation for further transformation” – Lesya Karnaukh emphasized.
She also noted that the Digital development plan of the State Tax Service until 2030 has already been developed and agreed with the European Commission.
“This is a large-scale roadmap, and it determines where our cooperation with the EU4PFM can be most effective. Among its priorities is integration of the State Tax Service’s IT systems with the EU systems, as well as other strategically important tasks for the Tax Service” – said acting Head of the State Tax Service.

Introduction of electronic audit and SAF-T UA:
State Tax Service plans not only to train specialists to work with the new system, but also to help the taxpayers better understand how to form and submit file. It is important to support partners in creating new data analysis algorithms;
analytics and big data:
we are working on using modern tools for processing big data sets, their visualization and analysis. This will help to identify risks more effectively and make audits more transparent;
international standards, including the CRS:
important direction, as it is directly related to the fulfillment of Ukraine’s international obligations and integration into the European financial system. Trainings on checkouts of accountable financial institutions are planned for next year;
development of the IT projects:
we continue to work on improving Electronic cabinet, Tax block and introducing e-Excise. In the future, we plan to create automated tax risk management system and data storage;
legislative harmonization:
there is a lot of work ahead to transpose the EU directives in taxation and corporate law. And here, in partnership with the Ministry of Finance, we count on support of the EU4PFM experts and proper communication with business and society so that the new rules are clear and transparent;
services for payers:
specialists of the State Tax Service work to make communication with the Tax Service as convenient and customer-oriented as possible.
“New communication platform for resolving taxpayers’ questions has become the Tax Consultant Offices, which have started their work in every region of Ukraine. This is help for business and opportunity to receive quick and high-quality consultation regarding taxation aspects, professional consultation in resolving controversial situations” – said Lesya Karnaukh.
She purposely suggested the EU4PFM experts to familiarize themselves with work of the Offices in more detail and, if possible, provide their recommendations for improving their work, taking into account world experience.
