Lesya Karnaukh: more than 1.15 trillion UAH of taxes and levies were received by general fund of the state budget in 11 months of the year

Actual revenues to general fund of the state budget from taxes and levies controlled by the State Tax Service amounted to 1 trillion 154.6 billion UAH in January – November 2025. This was informed by acting Head of the State Tax Service Lesya Karnaukh on the Facebook page.

“I am grateful to every taxpayer. Filling the budget is a common cause and responsibility. These are funds that primarily go to the Ukraine’s defense capability, to support the military” – she wrote on the Facebook page.  

Thanks to the payers’ responsibility, implementation of the plan for 11 months is 105.2% (+57.3 billion UAH). This is +215.7 billion UAH compared to 11 months of the last year.

"November, like October and September, was extremely difficult for the economy. Daily shelling of energy and infrastructure could not but affect budget revenues. Due to external aggression, a big number of business entities had to focus their efforts primarily on restoring processes. Pressure on the organization of production due to limited electricity supply increased significantly, which affected volumes of manufactured products and, accordingly, volumes of the VAT and income tax. At the same time, resilience of every Ukrainian entrepreneur is impressive!” – she added.

According to the November results, payment receipts amounted to 128.2 billion UAH.

Key indicators:

- 53.0 billion UAH – corporate income tax;

- 31.6 billion UAH – personal income tax and military levy;

- 22.6 billion UAH – value added tax (40.6 billion UAH was collected, 18.1 billion UAH – refunded);

- 11.1 billion UAH – excise tax;

- 5.4 billion UAH – rent.

“Challenges are extremely difficult. But we are jointly making every effort to ensure financial stability of the state” – Lesya Karnaukh noted.
