Lesya Karnaukh: Together with Office of Technical Assistance, we continue tax transformation within framework of a new two-year partnership plan

For further tax transformation and strengthen institutional capacity of the Tax Service, the State Tax Service and Office of Technical Assistance of the US Department of the Treasury launched a new two-year partnership plan for 2026 – 2027.

As acting Head of the State Tax Service Lesya Karnaukh noted, tax officials, together with partners, will work on updating approaches to administration, introducing modern technologies, improving quality of services and creating truly modern and effective tax system.

“The new stage of cooperation involves a comprehensive approach to reforms – from audits, tax debt and digital solutions to improving integrity and human capital development. This is result of a quality partnership, shared responsibility and focus on practical changes” – Lesya Karnaukh emphasized.

During the meeting between the State Tax Service’s team and representatives of Office of Technical Assistance, headed by acting Deputy Assistant Secretary for Technical Assistance of the US Department of the Treasury Eric Meyer, a number of key areas were identified for 2026 – 2027.

Among them:

- improving quality of audits and tax inspections;

- improving management and tax debt collection;

- developing tax risk management systems;

- improving services and customer service;

- work on tax legislation and removal of regulatory barriers;

- implementation of the anti-corruption tools and specialized training programs;

- organizational reform and reengineering of business processes;

- development of personnel and competence management system;

- digitalization and application of modern tax technologies.

Acting Head of the State Tax Service also said that over the past few months, the State Tax Service, together with experts from Office of Technical Assistance, have been developing a coordinated vision of tax transformation priorities. It takes into account Ukraine’s European integration course and transition to modern tax administration model based on the CRM approaches.

Lesya Karnaukh expressed gratitude to partners from the US Office of Technical Assistance of the Treasury for their systematic support and expert involvement.  

“This plan is not only about the next two years. It is about implementing solutions aimed at forming capable, modern and service-oriented State Tax Service of Ukraine. We value trust, expertise and joint work for the sake of changes” – Lesya Karnaukh emphasized.
