Without licenses and registration: tax officials of the State Tax Service exposed 37 points of illegal fuel sale in January

Tax officials discovered 37 addresses of illegal fuel sale in January 2026. Sale was carried out by persons who were not registered as business entities and did not have any permits to carry out such activities.

Based on the audit results conducted by tax authorities, including in conjunction with the law enforcement agencies, administrative offense reports were compiled against the violators. Equipment and tanks were and fuel sealed, along with technical means, was removed from illegal circulation.

Retail fuel sale by individual without state registration and license was established in Rivne region. Sales place is not provided for this type of activity and without proper storage conditions. Fuel and equipment were seized. Administrative protocol was compiled against the individual, and the case materials were transferred to the court.

So-called "shadow gas station" was discovered in Volyn region, the owner of which illegally sold fuel without license, and also used labor of unregistered employee. The violator was charged with 1.5 million UAH of fines. He will pay another 80 thousand UAH for violating labor legislation.

Reminder: Law of Ukraine № 3817-IХ as of 18.06.2024 stipulates that to carry out business operations with fuel, it is necessary to obtain appropriate license for a certain type of activity.

Illegal activities in this area entail administrative, financial and in some cases, criminal liability.

Under the martial law, illegal fuel sale undermines financial stability of the state, reduces budget revenues and directly affects ability to support the Armed Forces of Ukraine.

All business entities are urged to conduct business activities exclusively within the framework of current legislation.
