Tax disputes, practice of heir resolving, how to defend the taxpayers’ interests and the state were discussed during meeting of acting Head of the State Tax Service Lesya Karnaukh and representatives of the Ukrainian Bar Association.
The top topic is development of tax mediation. Recently, the State Tax Service has already proven its desire to change philosophy of interaction with the taxpayers - dialogue and fair rules that are understandable to everyone.
“One of the steps is introduction of tax mediation. In this direction we are actively cooperating with the Business Ombudsman Council. We have already implemented the first case, when through negotiations we managed to resolve a complex dispute that had every chance of turning into a multi-year legal dispute” – noted acting Head of the State Tax Service.
Another question is execution of the court decisions.
“Court decisions must be executed on time. This is my consistent position. This is the foundation of trust” – Lesya Karnaukh emphasized.
She particularly noted that there is a positive tendency towards a decrease in the number of taxpayers’ appeals to the State Tax Service regarding execution of the court decisions.
Participants also spoke about the boundary between tax control and criminal prosecution, and about cooperation with the Economic Security Bureau and other law enforcement agencies.
Acting Head of the State Tax Service also spoke about improving digitalization. Every day, hundreds of thousands of documents, declarations and requests are processed through the State Tax Service’s electronic services, millions of taxpayers use the Tax Service’s digital tools. Therefore, everything should be modern, as clear and transparent as possible.
“Dialogue with the lawyers is important. And the more such dialogue there is, the stronger the entire system becomes” – Lesya Karnaukh emphasized.
