State Tax Service is actively working on digitalization of services. This involves introduction of a number of tax services in the State Tax Service. This was stated by acting Head of the State Tax Service Lesya Karnaukh during a conversation with the business community of Kirovohrad region in Kropyvnytskyi. Event was attended by more than 60 business representatives of Kirovohrad region. Dialogue was also joined by Director of the State Employment Service Yulia Zhovtyak and Head of the Kirovohrad Regional Military Administration Andriy Raykovich.
Acting Head of the State Tax Service emphasized that demand for development of digital tools is quite big.
“Project that we are actively working on together with the Ministry of Digital Transformation of Ukraine is taxes in Diia. In the near future we plan to launch the first services. This is opportunity to submit income declaration, pay taxes in one click, receive tax notification-decision, make a reconciliation regarding taxation object, etc. This is all so that every payer has convenient tax services in Diia” – Lesya Karnaukh stated.
During the meeting, questions regarding block of tax invoices, classifying enterprises as risky, business fragmentation and modernization of the simplified system were also discussed. Business is also actively interested in the bioethanol licensing.
Another question that is raised in almost every region is tax audits.
“Since the introduction of moratorium, we have reduced number of actual audits by a quarter. Compared to July and June 2025, we are maintaining dynamics of minus 25%. Total control is not our goal. Audit should only be carried out where there are real risks, so we are actively implementing risk-based approach. But the moratorium does not mean absence of control. This means that it must be accurate and justified” – Lesya Karnaukh emphasized.
Acting Head of the State Tax Service, together with Director of the State Employment Service Yulia Zhovtyak also assessed how new service is working in Kirovohrad region – system of tax support for recipients of grants for opening and developing business.
Tax Consultant Offices and Taxpayer Service Centers of the State Tax Service, in cooperation with the “Made in Ukraine” Offices, are involved in supporting entrepreneurs at all stages – from applying for grant to running business.
We have already been able to evaluate how the system works for almost 150 grant recipients and applicants across Ukraine.
Lesya Karnaukh also attended women’s forum “Women’s leadership and entrepreneurship in times of challenges”.
“We are changing communication philosophy with payers so that every decision is clear, precise and balanced. Behind every business, every manufacturer, there are people first and foremost” – she said, thanking the region’s business for their work.
