According to the requirements of the Order of the Ministry of Finance of Ukraine as of 09.07.2019 № 292 “On the changes to the order on the submission of messages regarding the opening / closing of the taxpayers’ accounts in banks and other financial institutions to the controlling authorities” registered at the Ministry of Justice of Ukraine dated 30.07.2019 No. 832/33803 (hereinafter - Order No. 292), starting from 05.08.2019 the SFS accepts notifications regarding the opening / closing of the taxpayers’ accounts in banks and other financial institutions that are coordinated to the controlling authorities, according to the new form and structure, the account numbers in which are formed in compliance with the requirements of the National Standard of Ukraine “Financial operations. Rules on the formation of the International Bank Account Number (IBAN) in Ukraine (IBAN Registry: 2009, NEQ) DSTU-H 7167: 2010” approved by the Order of the State Committee of Ukraine for Technical Regulation and Consumer Policy No. 454 dated 11.10.2010 (hereinafter - IBAN standard).

Updated electronic forms of documents for each type of message file and the control scheme are available on the official web portal of the SFS in the Section: “E-reporting document> Software module for generation and forwarding of message files regarding the opening / closing of the accounts” – “Forms of the emails regarding the opening / closing of the accounts”.
According to the requirements of the Order No. 292 starting from 05.08.2019 the banks of Ukraine must send the notification regarding the opening of new accounts, specifying the account number required according to the IBAN standard to the controlling authorities.
Starting from 05.08.2019 to 31.10.2019 (during the transitional period established by the National Bank) banks send the notifications about changed taxpayers’ accounts according to the IBAN with information about the bank account number that has been changed, the date of its opening and the date of the change of account according to the IBAN standard to the controlling authorities.
Within 10 days after the end of the transition period, banks must send notifications about all opened accounts of the taxpayers as of 31.10.2019 to the controlling authorities.
