Normative monetary valuation of a land plot, taking into account indexation coefficient determined according to procedure established by the Tax Code of Ukraine, is the basis for by land taxation and is used to calculate annual amount of rent for land plots of state and municipal property.
State service of Ukraine for geodesy, cartography and cadastre (hereinafter – State geocadastre) has provided information regarding annual indexation of the normative monetary valuation of lands for 2024 (according to requirements of Article 289 of the Tax Code of Ukraine).
Value of indexation coefficient of the normative monetary valuation of lands for 2024 is 1.12 (the specified indexation coefficient of the normative monetary valuation of lands applies to all categories of lands and types of land).
Indexation coefficient of the normative monetary valuation of land is applied cumulatively depending on the date of the normative monetary valuation of land (Paragraph 289.2 Article 289 of the Tax Code of Ukraine).
Indexation coefficient of the normative monetary valuation of lands by year is: 1996 - 1.703; 1997 - 1.059; 1998 - 1.006; 1999– 1.127; 2000– 1.182; 2001– 1.02; 2005 – 1.035; 2007 – 1.028; 2008 –1.152; 2009 – 1.059; 2010 – 1.0; 2011 – 1.0; 2012 – 1.0; 2013 –1.0; 2014 – 1.249; 2015 – 1.433 (except for agricultural land) and 1.2 (for agricultural land (arable land, perennial plantations, hayfields, pastures and fallows); 2016 – 1.0 (for agricultural land (arable land, perennial plantations, hayfields, pastures and fallows) and 1.06 (for non-agricultural lands); 2017 – 1.0; 2018 – 1.0; 2019 – 1.0; 2020 – 1.0; 2021 – 1.0 (for agricultural lands (arable land, perennial plantings, hayfields, pastures and fallow lands) and 1.1 (for non-agricultural lands); 2022 – 1.0 (for agricultural lands (arable land, perennial plantings, hayfields, pastures and fallow lands) and 1.15 (for land and land plots (except for agricultural land); 2023 – 1.051 (the specified indexation coefficient of the normative monetary valuation of land applies to all categories of land and types of land).
Indexation of the normative monetary valuation of lands for 2002, 2003, 2004 and 2006 was not carried out.
In addition, the State geocadastre reported that extracts that were and will be generated automatically by the State land cadastre software in a period from January 1 to January 16, 2025, do not contain indexation coefficients for 2024, respectively, value of the normative monetary valuation of land plots indicated in these extracts will require recalculation using indexation coefficient for 2024.
