Obtaining information about income from the State Register of Individuals - Taxpayers

Read more about how to get information from the State Register of Individuals – Taxpayers (hereinafter – State Register) on the amounts of paid income and withheld taxes.

Article 70 of the Tax Code of Ukraine stipulates that information base of the State Register includes data on individuals, in particular, on the amounts of accrued and / or received income and amount of accrued and / or paid taxes.

Procedure for obtaining information from the State Register is determined by Section X of Regulation on Registration of Individuals in the State Register of Individuals – Taxpayers is approved by Order of the Ministry of Finance as of 29.09.2017 № 822, according to which information from the State Register is a document provided free of charge by the supervisory authority at the request of individual – taxpayer (his / her representative) to obtain information from the State Register and indicates presence or absence of information about such individual in the State Register.

To obtain information about oneself from the State Register, individual applies in person or through a representative to the supervisory authority at his / her tax address (residence) or to any supervisory authority if individual is temporarily outside place of residence, submits a document identity card and application form № 10DR. Representative attaches to the application form № 10DR notarized power of attorney to obtain information from the State Register, document certifying identity of such representative and photocopy (with a clear image) of document certifying identity of the trustee.

Individual taxpayer may obtain information from the State Register on the amounts / sources of paid income and withheld taxes in one of the following ways:

in paper form by applying in person or through representative to the supervisory authority at his / her tax address according to requirements of Section X of Regulation on Registration of Individuals in the State Register of Individuals – Taxpayers, approved by Order of the Ministry of Finance of Ukraine as of 29.09.2017 № 822;

in electronic form by sending request for information from the State Register on the amounts / sources of paid income and withheld taxes using the information and telecommunication system “Electronic Cabinet” (cabinet.tax.gov.ua) (hereinafter – Electronic Cabinet).

Log in to the Electronic Cabinet is carried out at: http://cabinet.tax.gov.ua, as well as through the official web portal of the State Tax Service.

Procedure for functioning of the Electronic Cabinet is determined by Order of the Ministry of Finance of Ukraine as of 14.07.2017 № 637 “On approval of Procedure for functioning of the Electronic Cabinet”, registered in the Ministry of Justice of Ukraine on 01.08.2017 under № 942/30810.

Electronic Cabinet consists of two functional parts: open (public) and private (personal cabinet).

Log in to the private part (personal account) is carried out after the user passes electronic identification online using a qualified electronic signature of any accredited key certification center – qualified provider of electronic trust services or through the Integrated Electronic Identification System – id.gov.ua (MobileID and BankID).

Individual – taxpayer by means of the Electronic Cabinet may receive in response to request for information from the State Register on the amount of paid income and withheld taxes in electronic form, certified by a qualified electronic seal of the State Tax Service.

Electronic document, certified by a qualified electronic seal of the State Tax Service, is analogous to paper document issued by the supervisory authority.

Instructions on user actions to obtain such electronic document can be found on the official web portal of the State Tax Service at: http://tax.gov.ua in private part of the Electronic Cabinet in section: Assistance → EC for citizens → Obtaining information from the State Register of Individuals – Taxpayers.

It is possible to check the authenticity of electronic document through the web portal of the Central Certification Authority in section: Trust services → Check the signature at the link http://czo.gov.ua/verify. Recipient of document gets an opportunity to identify the signatory of document and check the integrity of electronic document.
