Specialists of the State Tax Service of Ukraine, together with the IMF experts, are working on improving tax administration. Online meeting was held between specialists of the State Tax Service and the International Monetary Fund to discuss draft report based on the July mission results.

"This is not just a meeting "for a check mark". This is a substantive dialogue on the real effective changes to the tax system of Ukraine. What steps should be taken to ensure that everything meets international and European standards" – said acting Head of the State Tax Service Lesya Karnaukh.

Main questions discussed during the strategic discussion: 

- compliance risk management (CRM). Principled position of the State Tax Service is that the system must meet current challenges and take into account connection between the identified risks and types of errors recorded during the audit. 

- tax and electronic audit reform (E-audit). Specifically, they focused on the SAF-T UA data. They discussed introduction of the E-Audit and assessed effectiveness of the system in early 2026.

- change management. During the recent IMF missions, the need to implement updated, more effective approach to change management in the State Tax Service has been raised. Without quality change management, even the best technical solutions may not produce desired results. Therefore, the State Tax Service has already started work on improved strategy that combines the best international approaches and planning for the implementation of reforms.

- further improvement of legislation. "We are committed to further effective cooperation with international partners. Of course, side by side with the Ministry of Finance. As all the changes we are currently working on should really work for business, citizens, and the state" – added Lesya Karnaukh.
