Risk-based approach to control, increased analytics and reduced pressure on honest business are becoming key tools for un-shadowing fuel and energy sector.
This was stated by Deputy Head of the State Tax Service Teodoziia Chernetska during the AgroPetrol 2026 industry conference, where they discussed results of the market, tax policy and further steps to increase its transparency and competitiveness.
According to Teodoziia Chernetska, at the end of 2025, taxpayers involved in the whole and retail fuel sales paid 24.5 billion UAH to the budget. At the same time, enterprises in the electricity production, transmission and supply provided 101.6 billion UAH of revenues, which is 16.2% more than the year before last. Agricultural sector also made a significant contribution to the financial stability of the state, namely 105.8 billion UAH in 2025 (+35.8% by 2024).
“We understand effective functioning importance of the market, which is directly related to the energy security of the state and stability of critical infrastructure. Therefore, we are working to maximally facilitate work of the honest business” - Teodoziia Chernetska stated.
She emphasized that the key tool remains the risk-based approach to control, which allows concentrating resources on areas with the highest risks and reducing administrative pressure on the conscientious payers.
