Tax revenues, digital solutions, VAT, international approaches and support for entrepreneurship in the wartime conditions were discussed during the meeting between acting Head of the State Tax Service Lesya Karnaukh and more than 60 representatives of business communities.
“Meetings with business associations are always about a dialogue. Demand for openness in work of the State Tax Service from business is enormous. It is important for entrepreneurs to understand logic of made decisions, what services are being introduced and how to respond to certain challenges. It is important for us to understand real problems that concern business and how specifically we can help” – Lesya Karnaukh noted.
Acting Head of the State Tax Service informed about the main changes that the State Tax Service is currently actively working on and what business can expect from the tax administration reform.
- Global taxpayer survey
The survey on the costs of tax compliance is being conducted with support of the World Bank and implemented by independent research companies.
Lesya Karnaukh called on business associations to involve their representatives as much as possible in order to have a complete picture.
- Tax revenues
Despite difficult situation in a number of industries due to the constant hostile aggression, the State Tax Service is currently managing to fulfill revenue plan. 663.1 billion UAH was received by the budget in January – April 2026. This is +11.4% or 68 billion UAH compared to the last year.
Acting Head of the State Tax Service thanked all the taxpayers for their resilience.
- Digital tools
State Tax Service is expanding list of digital tools. Another interactive dashboard “RRO/PRRO analytics in Ukraine: key indicators” has started working.

- Tax mediation
State Tax Service is already actively cooperating with Ukrainian Academy of Mediation on the development of a draft law on tax mediation. It will be presented in the near future.
- Registration improvement of tax invoices
State Tax Service has prepared suggestions for changes that include the prepayment indicator in the automated monitoring of tax invoices/adjustment calculations. This should minimize risks of unjustified suspension of their registration and make the system more predictable for business.
Participants also discussed un-shadowing of the economy, particularly countering business fragmentation schemes, manipulation of fiscal checks and interaction of the State Tax Service with the law enforcement agencies in this area.
