Testing of the Electronic traceability system for excise products (eExcise) is ongoing in Ukraine. Business entities are invited to join testing of the system in order to prepare in advance for its full introduction.
What will this give to business?
- opportunity to adapt their own information systems to new requirements;
- prepare employees to work with the eExcise;
- check internal processes;
- minimize risks during transition to electronic product labeling;
- timely identify and eliminate possible problematic questions before obligatory use of the system begins.
Opportunity to join the eExcise testing is open to business entities from March 1, 2025. Test period will last until October 12, 2026.
How to join the testing
1. Have a license for production and/or trade of alcoholic and tobacco products and are registered in the Unified State Register.
2. Apply at xtrace.gov.ua
Electronic traceability system is one of the key projects for digitalization of the state control over circulation of alcoholic beverages, tobacco products and liquids used in electronic cigarettes. Its goal is to ensure full traceability of excisable products, increase market transparency, combat illegal production and circulation of products, and contribute to increasing revenues to the state budget.
After launch, the eExcise will provide user registration and creation of electronic accounts of economic operators, formation of electronic excise marks for manufacturers and importers, issuance of excise electronic documents for moving marked products, as well as redemption of electronic excise makrs upon product sales through RRO and PRRO.
It is expected that introduction of the system will contribute to increasing efficiency of control over circulation of excisable products, reducing shadow market, protecting interests of bona fide business and consumers, as well as developing modern digital system for accounting for excisable products.
It is reminded that according to the Law of Ukraine № 3817-IX, business entities involved in the production, import, whole or retail sales in alcoholic beverages, tobacco products and liquids for electronic cigarettes are obliged to use the Electronic traceability system in their activities from November 1, 2026.
To inform and involve business in testing, notification is sent to the payer’s Electronic cabinet regarding participation in testing functioning of the Electronic system in the test mode.
