The IMF mission has begun its work in Ukraine. A significant part of Ukraine’s obligations concerns tax administration. State Tax Service’s team held working meeting with economist of the International Monetary Fund mission, Klaus Hellwig.
As acting Head of the State Tax Service, Lesya Karnaukh informed, during the meeting, the parties discussed a wide range of aspects:
- improvement of work of the risk assessment criteria monitoring system;
- improvement of quality and efficiency of tax audits;
- procedures for appealing decisions;
- implementation of the tax risk management system and its further application in administration.
Separate important aspect is the war impact on the tax system’s stability. Daily russian attacks are already having negative consequences for business. Production facilities, warehouses, damaged logistics, lost equipment and products. Every day it is becoming more difficult for business to fulfill its tax obligations. Accordingly, lower revenues to the budget.
“Therefore, our position is that tax administration must take into account military realities in which business has to survive and work. And the state bodies must help business as much as possible and remove all artificial barriers in its work. This is the balance, necessity of which we convey to our international partners” – added acting Head of the State Tax Service.
At the same time, it is extremely important that the State Tax Service, having a fiscal function, must ensure revenues to the budget and fulfill international obligations it has undertaken. Because financial stability of the country in the war conditions is no less important than the country’s defense capability.
