All employees of the State Tax Service of Ukraine will adhere to the rules of Ethical Behavior. Order “On Approval of the Rules of Ethical Behavior in the STS departments” has been signed by the STS Chairman Serhii Verlanov and published on the STS web portal.
“Today, we keep forming up a new tax service that has zero tolerance for corruption, and employees are professionals with a high culture of communication with the taxpayers, and the payers, in turn, have respect to profession of the taxman” – emphasized the STS Chairman Serhii Verlanov.
According to him, the Rules set out clear requirements for the ethical behavior of the STS officials which they will adhere to in the execution of their duties.
Thus, the STS employees must execute their duties honestly, competently, efficiently and responsibly, be impartial, strictly adhere to generally accepted ethical standards of behavior, respecting the rights, freedoms and legitimate interests of citizens.
Rules pay particular attention to preventing corruption in the STS. To this purpose, special ethical behavior agents will be designated, they will monitor compliance with the Rules, provide clarification and advice to employees, and more.
Document also clearly describes the action mechanism for employees of the service in case if they have doubts about the legality of the order issued by the manager, etc.
Rules have been developed according to the requirements of the Laws of Ukraine “On the civil service”, “On the corruption prevention”, Resolution of the Cabinet of Ministers of Ukraine as of June 13, 2000 No. 950 “On approving the Procedure for conducting an official inquiry regarding officials authorized to execute functions of the state or local self-government” and officials who are equated with officials authorized to execute the functions of the state or local self-government” for the purpose of the Law of Ukraine “On the corruption prevention” and the General Rules of Ethical Behavior for Civil Servants and Officials of Local Self-Government, approved by the Order of the National Civil Service Agency of Ukraine dated 05.08.2016 No. 158, registered by the Ministry of Justice of Ukraine on 31.08.2016 under No. 1203/29333.
