Civilized competitive market for alcohol and alcohol beverages will be created in Ukraine
Verkhovna Rada of Ukraine approved draft Law “On Amendments to the Law of Ukraine “On the state regulation of production and turnover of ethanol, cognac and fruit alcohol, alcohol beverages, tobacco and fuel” on the liberalization of activities in the sphere of production of ethyl alcohol” (registration №. 2300 as of 23.10.2019).
Purpose and task of this draft Law is to abolish the state monopoly on the production of alcohol and to promote the un-shadowing of market for alcohol and alcohol beverages.
In particular, there is prescribed abolition of the state monopoly on production of alcohol starting from the 1st of July 2020, enabling the business entities of any form of ownership to carry out the alcohol production activities with obligatory obtaining of corresponding license, complete liberalization of alcohol export from Ukraine.
At the same time, in order to protect the domestic producer, it is envisaged that only authorized by the Cabinet of Ministers of Ukraine enterprises can import alcohol until the 1st of January 2024.
Approved draft Law will ensure the establishment of civilized competitive market for alcohol and alcohol beverages in Ukraine and liberalization of activities in the sphere of production of ethyl alcohol.
