On the 28th of August 2019, the new State Tax Service was entrusted with tax administration functions. Since then, the Tax service has gone through a difficult path of transformation but from the first month of work, our team has shown significant changes in approaches towards administering and providing services to the taxpayers. These changes brought rapid and significant results for the state.
In 2019, the State Tax Service provided for the first time since 2011 the implementation (100.8%) of indicators determined by the Ministry of Finance. The budget additionally received 3.8 billion UAH of revenues. The general fund of the state budget received 457.3 billion UAH which is 17.1% or 66.7 billion UAH higher than the result of 2018. This happened in the context of industrial production decline and due to strengthening the exchange rate of UAH.
Despite the increase in crisis events during the 1st quarter of 2020 and the introduction of quarantine in the second half of March, the STS continued to fulfill its obligations to the state effectively. Despite the slowdown in economy during January-March 2020, the general fund of the state budget received 110.8 billion UAH which is 14.3 billion UAH or 14.9% more than in 2019.
Historical progress in the elimination of VAT schemes and the un-shadowing of excisable products turnover has been reflected in the increase in budget revenues:
- VAT (balance) +10.1 billion UAH or + 63.8%;
- excise tax is +2 billion UAH or + 19.0%.
These figures indicate that the STS is performing its functions as qualitatively as ever before and the work undertaken to reform the service has already yielded results.
Team of the State Tax Service team looks forward to an open and transparent investigation and is confident that findings of the Temporary Investigation Commission of the Verkhovna Rada will confirm positive changes in the sphere of tax administration and correctness of the chosen course to create a modern tax body that meets the best standards.
