Oleksiy Lyubchenko presented the STS’s strategy to representatives of the U.S. Embassy in Ukraine

Chairman of the State Tax Service of Ukraine Oleksiy Lyubchenko and Acting Deputy Chief of Mission Joseph Pennington discussed during a meeting the development strategy of the State Tax Service of Ukraine, its main directions, tasks, priority accents and plans.

It should be noted that for many years of the STS’s work it was the first meeting at the leadership level of institutions.

According to Oleksiy Lyubchenko, as of today the State Tax Service is institutionally formed and performs its main tasks. Chairman of the STS presented its new mission – to transform the STS into a fully transparent, modern and technological Tax service that provides quality and convenient services to the taxpayers, effectively administers taxes, fees and payments, as well as shows intolerance towards corruption.

“Our main task is the effective administration of taxes, fees and payments, providing quality and convenient services to the taxpayers. After all, the budget is filled by the taxpayers and we must make this process comfortable, easy and clear for them.” – emphasized Chairman of the State Tax Service of Ukraine.  

As follows, currently the STS has identified the main strategic goals, implementation of which is ongoing. This is the creation of a single legal entity and quality management of activities; effective administration of taxes, fees and payments; formation of the STS’s image as the European standard service with a high level of trust in society; combating tax evasion by introducing international standards and improving analytical tools; formation of a qualified, effective and motivated team.

Due to the optimization of work and change of priorities at the STS for the last two months by strengthening the counteraction against tax evasion, it was possible to eliminate criminal VAT schemes which costed significant budgetary funds.

“STS has a high-tech system of electronic VAT administration. This is the STS’s development and, in essence, a global system of inter-sectoral balance, which allows to monitor all iterations of business and, in the long run, to predict the economy, investment development of the country and to fight the shadow market” – stated Oleksiy Lyubchenko.

In addition, introduction of the single legal entity status is important for work of the service. At present, necessary measures are being taken to implement this law.

“We have high expectations in the context of counteraction against corruption for a new model of the single legal entity of the STS, which will certainly destroy many corrupt connections in the organization through a new decision-making system in terms of functional blocks” – emphasized Oleksiy Lyubchenko.

Chairman of the STS also emphasized that the tax authorities expect help from the U.S. Embassy in Ukraine, specifically, in terms of creating an automated accounting system for anti-corruption units, a system of electronic document management in the STS, electronic audit and information security.

In turn, Acting Deputy Chief of Mission Joseph Pennington assured of support for the STS’s reforms, particularly, measures to combat corruption, modernize IT systems to introduce new services, ensure the protection of information and expressed readiness for further cooperation if commitment of the Tax service to reforms is maintained.

Participants of the meeting visited Museum of the State Tax Service, got acquainted with the exposition which illustrates the milestones and the 30-year history of the Service.
